If Tien was able to completely immobilize Second form Cell, he'd trash Cell before he even starts absorbing people. Why do you think Cell chose to absorb average people, instead of going after more powerful sources like Tien, Krillin, Yamcha, Chiaotzu, and Piccolo?

Firefox Favourite Manga One Piece	I'd say Cell went after civilians because he was collecting energy and didn't want to waste most of it fighting the Z Fighters. Anyway, I think Cell would have this. Sure Tien kept his 2nd form down, but it didn't hurt him much, just kept pushing him back. If Tien could have wiped out Cell in his first form he probably would of just done it. I think he'd injure Cell quite a bit, but not enough to stop Cell regenerating any damage he caused. Then he'd be helpless after.

If we're talking about Cell before he even absorbed anyone, then it's no contest at all. This was before first form Cell even reached his full power, and Tien did a number on second form Cell (even though Cell was obviously more powerful). If Tien's Tri-Beam was able to completely immobilize Cell in his second form, he would have obliterated Cell before he even absorbed anyone.

Cell managed to get the better of Piccolo with the Kamehameha and then overpowered him and managed to suck energy from him. Although Cell had probably absorbed some people by then, it wouldn't have made a major difference to his power so let's just say Piccolo and Cell before absorbing people would be equal in power. Judging Tien's power is harder as we only see him against 2nd form Cell. However we can only imagine he is weaker than Piccolo after he fused with Kami as the pwoer of a "Super Namek" is supposed to be equal to a SSJ, and Tien is not equal in power to a SSJ. Therefore Tien is weaker than Piccolo, who is equal to Cell and therefore Tien is weaker than 1st form Cell. The only reason Tien held off 2nd form Cell is because he put everything into his blasts, almost dying in the process. The blasts didn't even hurt Cell, they just kept him at bay. Sort of like something pushing you backwards everytime you try to go forwards; it doesn't hurt but you'll never be able to get past it.

No Tien is most likely weaker than the Ginyu force even though he spent like a 1-2 year time staying at the King Kaio planet he shouldn't of gained more than 20,000s as seen Goku took 1 year to get to 8,000s so Tiens should of double that so around 16,000s-18,000s. Everyone seem to 4 get that training on earth is less Efficient seeing that when they train their butt off for 1 year to fight against Nappa & Vegeta he only had a power level of 1,810 so that isn't much so if u x3 with that number since of the 3 year training against the androids and add his power level together he is roughly around the 24,000s-26,000s. Vegeta with a higher power level than Tien was totally owned by Recoome so there is no way he can even fight the Ginyu Force on equal ground other than Guildo. It still doesn't make sense that his attack can even phase 2nd form Cell let alone stall time so its mostly PIS if u get what i mean. I'm not going to go into calculating Tien's power as I have already stated that I think 1st Form Cell would win and given my reasons above.
